Your Excellency,

I have the honour to inform Your Excellency,

under instructions from His Majesty's Princimal

Secretary of State for Foreign Affairs, that on the

5th September a Japanese destroyer, when within

three miles off Black Point and within the ter--

ritorial waters of Hong Kong, fired upon a Chinese

maritime cuatons preventive motor-boat which she

subsequently captured,

My Government desire to enter a strong

protest against this violation of the territorial

waters of the Colony and to reserve all their

rights as regards claiming compensation.

I also have the honour to request that

urgent instructions may be issued to prevent the

recurrence of such illegal acts.

I avail myself of this oportunity to

renew to Your Excellency the assurance of my

highest consideration.
